My dogs health - Swollen Vulva / Vagina

I have a three year old rott./shepard mix. I had her fixed two months ago because the vet told me that she had an infection in her uteris. I was on the floor playing with her and noticed that her vulva is swollen and she has red irrated spots around her vulva. What could this be? Could this be an internal infection, hot spots? Is this normal?
