Pre cancerous mole removed, but not all the celss taken

I am a 3 year survivor of stage III malignant melanoma. I see my dermatologist regularly, and just had 2 moles removed. One of the moles came back as pre-cancerous, and stated that the cells exceeded the margins of the sample submitted. My dermatologist says he needs to go back in and remove the remaining cells. He is waiting 3 months before he does this to see if my skin re-pigments. What is the reason for waiting to see if the skin re-pigments? What are the chances that the remaining cells mutate and become cancer?
