My cat seems to have spasms in or under his skin. He tries desperately to lick

My cat seems to have spasms in or under his skin. He tries to lick himself along the top of his back but does not seem to realize that it must be under the skin.
He is kept very clean, and is a mild mannered cat. I have had no other problems with his health before. He is going on 7 yrs, a male, neutured, and always has had a relaxed attitude.
He has had these spasms for about 6 months now. I gave him baths, I oiled his fur with vegetable oil, thinking that he may have dry skin, but he never did.
He has no fleas, or ticks, and he spends his time in the house, or an occasional sit outside. I keep him on a leach, so he does not interact with other cats.

I did notice that when he tries to lick himself, his tail vibrates, as if arthritis or something like that, is bothering him.
I see no lesions, or any visible damage to his skin.
I only see that he spasms, like a horse does to rid himself of flies.
He then starts running and acting as if he is being harassed by something unseen.
Any ideas, as I am frustrated, and I beleive that a visit to the vet would be a waste of time, because he would not react the same way....he hates the vet with a passion.
I have been feeding him canned tuna, which he loves, but not the cat food kind, the people kind. He meows for it all the time, and I was wondering also, if this food could have a bearing on his condition. I did keep him on dry food for threew eeks, to see if that would help, but it did not.
Please help me out....I really like this cat. He is like a good buddy to me. He does not seem to realize he is only a cat. I think, he thinks he's human.
Yes, I know, the owner is the wierd one but, I swear, he does behave more like people that like a cat.
Anyways help me out if you got any ideas.
