Cysts, moles, and skin cancer

Hi , i have a mole on my neck that is brown and black in appearance . It has a flat surface and has not changed in appearance . i have recently noticed a hard lump underneath it that is sore to touch , like a small cyst . Are cysts commonly linked to skin cancers ? iam 28 yrs old with fair skin . thanks
