Emergency calls to large animal vets

I had an emergency collic with my horse. Called several vets, 1 no return call after 6 calls placed.
2 said that because they had never seen my horse before that they would not come out.

Do veterianarins take any kind of oath reguaring sick animals when it comes to an after hours emergency? If so, I would like to report these vets.
