Depression, self mutilation, drug abuse help in Ontario Canada needed

My daughter is 23 and needs help and I cannot find the help or information we are looking for.
She has bipolar characteristics, self mutilates, has low self esteem, is at times suicidal, has bouts of paranoia and is abusing drugs.
We are trying to find an in patient facility that will provide the help and counselling she needs. It is frustrating to both of us. She wants the help and yet it doesn't seem to be anywhere.
I do not have a lot of money so cannot spend thousands to try and help her. My insurance at work does not cover any of this.
Do you know of an in patient facility, located in Ontario, Canada that can help her?
