Skin disorder, don't know what it is?

I have a 3 year old daughter, that since birth has had a skin condition. Various doctors who we've seen really don't leave me satisfied with their answers. All they say is, " Oh it's not gonna go away ". What kind of dumb answer is that? Hopefully you can help me out or recommend a good doctor I can go to, who can really tell me what it is, and what can be done? She has this on her right arm. Also that arm is bigger in length and girth than the left. She has red island type marks throughout her arm. They go through half of her chest. Also when she's out in the sun or running around they get more red. Any help on this or if you need more info , please let me know. Or if there is anyone else I could ask as well.
