Placenta Previa plus Cervical Incompetence in 12th week

i am pregant at 12th week and this is my 2nd pregnancy. The first one end by abortion at its 10th week. I had an UltraScan 2 days ago and the findings are low lying placenta and cervical dialation of 2.6 cm. Do I need a cervical cerculage operation and at what time of pregancy? Thank you for help.
